Murma’s have the ability to control water – water bending.
Legs only turn back into a Tail when her feet come in contact with sea water. River and rain water don’t work to turn them back into a mermaid. Which means they will be fine in the shower, and during a rainstorm. And means she can swim in the swimming pool.
They also can turn back into their fish form on whim. The sea just forces their instincts because its natural and its home.
